[BUG] missing pagetitle and meta description for system pages

A copy of base.html from nimbly-lite with support for pageTitle needs to be added. We have customer examples of this.

If meta description for system pages also should show something else than "Nimbly page template meta description" we need to add support for it (add a variable) on all the system templates and add support in base.html
