Public room visible for user first login without permisison #336

RC APP version: 2.17.9
Linux: Fedora 29

Steps to reproduce:

Edit permissions to user profile do not se public rooms
Create random public room (I have more then 1, create 3 for instance)
Create random private room
Invite user profile do private room

Behavior expected:

New user profile see only private room

Behavior unexpect:

New user was also automatically included in one (just one) public room

Additional information: same unexpected behavior in browser.
