Adding a New Section to Files Chapter

We though that having a section about fetching a file or web page using URLs and open them as file is an important section that should be added to the Files chapter.

The plan is to add a new section that will be 11.8. It should contain some active codes that use Urllib modules to request a web page and then open the content of it as a file.
