DCAT-AP 3.0.0 Catalogue.temporalcoverage points to DCAT Dataset Temporal Resolution in its reuse mapping link.

In DCAT 3, temporal coverage is only defined on a Dataset and Dataset Series though, not on Catalogue nor Catalogued resource.

First issue here is pointing to the wrong property.

Second issue here is what is to be actually reused here. Temporal coverage from dcat:Dataset? The effect would be making DCAT-AP Catalogues DCAT Datasets, which they are anyway, since they are DCAT Catalogues, which are DCAT Datasets.

the reference to the reuse mapping link should be https://www.w3.org/TR/vocab-dcat-3/#Property:dataset_temporal.

The reuse mapping link is an assistence to the explanation in DCAT about the property that is being reused. As DCAT is a mixture of an application profile (constraints on using properties in a context) and a vocabulary (a collection of terms with maximal usage potential), this is the link that matches best the DCAT information one should read in case one implements a DCAT-AP catalogue.
