@marycrow while looking at this enhancement I can see 2 ways of implement this

Just do soft-lock with marking some status field on Grant record disable editor ( does not prevent admin or usr directly change record in page layout)
Doing actual Lock like approval lock, that REALLY Locking record for any updates but does require Org wide setting: Enable record locking and unlocking in Apex that is NOT defaulted
