Email subject: SSW.Rules - Reactions feature broken

After reactions and commenting features are implemented to use Giscus, we need to export existing reactions and comments data and let people know to manually migrate them. Then delete Azure Cosmos DB container.

• Export Disqus comments for SSW.Rules
• Export Reaction container data
• Draft email to let everyone know about the new Reactions and Commenting feature and ask to manually migrate it
• Remove Reactions container in Cosmos db

✅ Done - exported Disqus comments and reactions container from Azure to my local

Moved container deletion to this issue - #1609 as we can't delete the data immediately
