[Compiler] Tidy compiler issues / PRs

Let's tidy old compiler issues that are

• inactive for long time
• task is ambiguous
• issuer has moved and not sure who can take over

I've added labels for them

• area/compiler

all are/compiler tagged issues was checked and some are closed, some are still valid.
items asked for close or not without reply in a week or two will be closed.
for these closed issues, if the problem reproduces, we can reopen or post a new issue for that.

old inactive (draft) PRs will be closed but freely can reopen if needed.
