What are your thoughts on a furbot: call *x* command where x is one me/Quintus/anyone else who wants to be on the list that sends an e-mail or text (text via Google Voice, perhaps) to the given person saying "IRC beckons!" or the like. It would naturally have to remember the last time it sent a message to someone so we could limit the number of calls to once per half hour or something like that to prevent abuse.

It sounds useful, but of course you won't always be able to reach someone. It may catch people who are available but not logged into IRC.
