Current version of the import script is completely unacceptable - it downloads over 70G of data and offers no resume function.

Initially, dividing the process into GeoNames & OpenStreetMap stages should be both sufficient and easy to implement (the GG can import each of them separatelly, but it requires resetting the importer status manually).
