Someday, if/when I and the other core players have children, we're going to want to be able to play on SettleScape with them. Children, however, have extra protections under the law, and that makes it hard to allow them to play -- especially if they're from the EU. In fact, in the EU case, it may be essentially impossible for us to allow children on our server. But for the US case there is COPPA, which is not unreasonable. Anyways, we eventually need to figure out how to do this.

I think I'd also like some additional requirements on-top of the legal ones, as well. Children under 13 shouldn't be allowed to play on SettleScape unless their parents do too, and they should be restricted to a special chat channel on both Discord and in-game that only children, their caregivers, and relevant staff can access. (SettleScape/server#222) This chat should automatically censor bad language.

For COPPA specifically, we should be fine just asking for a signed statement from a legal guardian of the child consenting to the child being on the server. The other aspects of COPPA, around requesting/modifying/deleting data is stuff we are already liable for with the GDPR.
