Is your feature request related to a problem? Please describe?

Users must be uploaded one at a time via a form. This works well for a small number of users, but becomes cumbersome for dozens (or hundreds in my case!)

CSV template to upload users.

Re-opening issue:

After releasing a more capable email invite queue, we will be releasing a user import CSV feature.

- last_name
- username
- email
- role
- welcome_mail

All fields are self explanatory, only the welcome_mail needs some clarification. This is to toggle off the 'welcome to shelf, can I ask you a question' email that gets sent from Carlos to all registered users.
