Deprecate resources_categories table

The Content team doesn't feel that this relationship is useful, as it is basically redundant with services_categories and because "category" doesn't really make sense for resources (a.k.a. organizations). We should eventually remove this table, but we should investigate how much of an impact it will have on the API, and especially if it will impact external API consumers.
