OOTB Exports

Give Sneedacity an out of the box ffmpeg / libavformat support so we can export in formats like OPUS without installing anything else manually.

@ChucksConsulting As someone who has used audacity sparingly in the past, I don't know if this is an existing feature. Can you explain how to do this with the existing build? We sneed to to determine if this is an existing feature or not.

Is this still an issue? We have tested exporting Opus and have not experienced any issues with the latest version on conan_removal.

cant confirm it with a regular build and not even with an appimage(which complains about my lack of ffmpeg even).

both export ogg fine without complaining
