请求能够自定义输出图片质量

在上传到gitee图床时，大于1M的文件无法外链访问，因此希望snipaste能够支持自定义输出图片质量功能。

对于现有的输出图片质量功能，只能做到等比例压缩，希望能够支持对大于1M的图片固定压缩到1M，而对于小于1M的图片不压缩。
