RuleXamlBuilderSmokeTest contains a set of rule descriptions which fail to convert to XAML.

Investigate causes for each rule failure and:

Create issues if it's a bug on our side
Notify responsible teams of the problem

Some tests were fixed by #4605

Two failing test were remaining and we have created tickets for those: #5014, #5015
