How do I connect my joycons to PC via bluetooth?

Probably a dumb question forgive me I just discovered this 5 minutes ago. I tried going into bluetooth on Windows 10 and pairing it but it doesn't show up, the joycons are on. How do I connect them?

My joycons have drift so I use Client-RS which let's me use a PC controller instead but there's no way to wake the Switch from sleep with anything but the joycons, and then they stay on and they drift all over the screen. So I want to be able to turn them off. I'm not sure if this is even what I need.
