implement an xtask logic to:

  1. dump current capabilities.json from current opa
  2. take a checked-in version of capabilities with just our extras definition delta
  3. merge (1) and (2) and use these for all testing, building, etc.
    This will allow us to maintain just the addition capabilities and avoid falling out of sync with current capabilities in the native Go impl.
