add xtask & xtaskops #7

[ ] add xtask, wrap the project into a workspace, and standard xtaskops
[ ] convert the testing logic in Makefile to an xtask. Note that it means:

deciding which rego files need to be compiled for extras and core
compiling rego
running the integration test with and without extras feature
provide convenient developer-time task for building (including building WASM) with extras
