Empty group cannot be deleted if it's the last of their type

A customer discovered that in the event of an empty group being last of its type, it cannot be deleted as the groups UI demands selecting a group to move all the users to. While this would be the correct behavior if there's users left in the group, this is an empty group.

The accounts api documentation says you can get users by group_id, but that hasn't actually been added. This will need to wait until I can add that to the accounts api so there's a way to determine if a group is empty.

There are easy workarounds in the meantime. The group can be edited to reflect a valid group or a new group can be created and you can select it to move the users to.
