Summary
Sometimes we have a problem to create 2 cycles, we have an abandon on big maps when we have 2/3 players playing uptown for example.

Motivation
We should to create a "if condition" that determines the restart of the cyclemap to keep our servers always playable even when moderators/admins are not present to manage the cycle.

Example:
If "number of players" is 0 for X minutes the bot automaticaly will restart the server for the first map of cycle.

So imagine that cyclemap was on bigcycle and we have a 10vs10 situation, but in the nextmap we have an abbandon of players that doesn't like the map or simply quit because it's late, the bot was not fast enought to change to small cycle before that players quit the server.

With this feature the bot will detect a empty server and will adjust automactly the map for the first map on small cycle (if dynamic cycle is on) or the first map on the mapcycle.txt

Creating this we'll not making a everyday check to see who map is in the server, because the players will always found a small map for start a x1, x2, or a map that is good to wait for someone to play.
