[Enhancement] Support modify 'fast_schema_evolution' property for newly created tables

Why I'm doing:

The 'fast_schema_evolution' property can now only be specified during table creation and does not support subsequent modifications. However, modifications to 'fast_schema_evolution' can be supported for newly created tables.
