Bug Report Description

This issue appeared during today's GitHub outage, but will also happen with bad connectivity or just offline.

If you open the Decky Patch Notes in the settings by pressing Y on the Update button, but no patch notes can be retrieved, you get an empty blur overlay that is impossible to dismiss. I suppose it contains no elements at all until something is retrieved from the sever, thus is unable to get focus.

Immediately after opening, it seems like input is going nowhere at all. By using Steam menu you can navigate away and focus behind it, but it will still obscure everything. It can't be focused with touch either, you have to reload Steam to get rid of it.

Expected Behaviour

Don't open the overlay if there is no content available to display or make it focusable even when the server can't be reached, so that B can dismiss it again.
