The idea is the next:
In the "Notifications" menu gives users a choice of how they want to be notified - by notification as it is now or by overlay with a custom message on it.
I found an extension that works like this - here, but it had a different approach - it displays overlay after several videos watched or clicked on the platform. After that, we can see the next (on the screenshot)
I suggest using an overlay or other suitable solution for this, displaying custom text and making the "Dismiss" button appear after some time (like a timer for a break, users can choose what time would be enough for them). Even after reloading page, the block should still be there.
