Improve the ratio of messages per unit time

Now, the way that the messages per unit time is not exact, it sends the specified amount of messages, and then waits the time. It could be better if the ratio is the real amount of messages per unit time, alerting (logging at least) if the timeout specified is not enough to create and publish all of them.
