Crude Titanium Sponge recipe requires voiding before titanium is obtained

Description of the Bug

The amount of I/O Hatches & busses required to run the Crude Titanium Sponge along with 2 HV energy hatches exceeds the maximum amount of non-casing blocks that can be used on an EBF. Therefore you need to use voiding mode until you have enough titanium to make a quad input hatch.

Reproduction

1. Build EBF for Crude Titanium Sponge recipe without quad input hatches.
2. EBF Doesn't form
3. Cry about it
