The OJS instance sends a little ping ("please harvest me") to an OPTIMAP endpoint after publication of a new issue.

Add a setting to configure the OPTIMAP endpoint
Add a setting to enable/disable
Add an endpoint to OPTIMAP to handle this
Add an endpoint to OPTIMAP to return current harvesting information about a journal
