Map Buttons, Attributes, and Popup Overlaps

The map Easy Buttons, Map bottom attributes, and radar layer animation buttons are stacked on top of the popups.
Should try and get the popups to display overtop of these but it may not be possible considering the popups exist within a nested child pane of the map while the buttons are above this in a sibling tag.
Really only seems to be noticable on mobile since the screen real-estate is so small. Desktop screens make this seem frivolous.

Popups are currently being pushed as far as leaflet popups can handle. Discussion is promising surrounding the idea of moving popup info into a bottom toaster which stays open and still allows user to use the map until they 'X' it out to go away. This would make the map more reliable and the alert layer text easier to control.
