Add a Calculation Group Manager in View Menu

It would be nice to have a specific place to manage calculation groups. Currently CG's are intermixed with tables in the TOM. They are also alphabetical. In the TOM Explorer, that is fine.

But it would be nice if there was another window just showing CGs that would allow us to:

1. Quickly navigate to them and edit them
2. Move them up/down in the list to change their CG Precedence, much the same way we can move CG Items up/down once in a calculation group.

I know I can see what CG's exist in the TOM Explorer by unhiding the column names, then filtering by object type, and that helps with #1 above, but not #2, and that is more clicks than just having a new tab.
