API 网关版本升级依赖关系 #592

升级依赖关系：

0.4.x -> 1.12.x -> 1.13.x -> 1.14.x及更高版本

注意，严格按照顺序进行升级，不可跳过中间版本

0.4.x -> 1.12.x 参考 API网关：如何从 chart 0.4.x 迁移到 1.12.x #189
1.12.x -> 1.13.x 直接升级即可，会自动进行数据迁移；并且会自动打版本/发布
1.13.x -> 1.14.x 直接升级即可，会删除不用的模块，去掉一批兼容逻辑等
1.14.x -> 1.15.x 直接升级即可
1.15.x -> 1.16.x 直接升级即可
