Doesnt work with local ips (or its my problem)

I tried to do mcrcon -H 192.168.0.18 -p rcontest -t
but it spits me out
Connection failed. Error 111: Connection refused
I tested program on android 11 with root access and termux

P.S: also i tried to do sudo mcrcon -H 192.168.0.18 -p rcontest -t just in case, but same error

oh and also on windows (my minecraft server host) it works perfectly
