Photo ID pictures requirements can vary a lot so the automated cropping should be customizable to fit those needs.

It should include:

a range of allowed empty space (top, bottom, both sides together) in an unspecified but consistent unit or percentages (the units can version can then transfer to percentage)
a required minimum resolution (which will just throw out the picture and inform if it the requirement has not been met)
allowed file sizes (should fail the image if it's larger)
