[Midnight] Setting to disable loading screen

The loading screen appears after everything has already loaded and is quite irritating, so I want to get rid of that. Looking at base.css there doesn't seem to be an easy option to do that other than to make a local copy of the css with section 11.a removed/edited, which would make updates nontrivial.
