my cssp doesn't work

if i use a normal css everything works fine, instead if i use a cssp file it doesn't work.
the first line of the generated file is like this:
�������Mac OS X ����� ���2��������������������������������������������������ATTR��P������������_�����������������������_���com.apple.quarantine�0000;4daea98b;Firefox;|org.mozilla.firefox���������������������������������������������������������������������������������������������������������������������������������������

the other lines are correctly generated but no stylesheet is apply to the page.
i have insert turbine in a symfony 1.4 project.
