Description of the task

A miscellaneous list of things to do when we upgrade bazel:

  • Remove -incompatible_enable_cc_toolchain_resolution flag in the .bazelrc. This is now default behaviour in bazel 7

Another reason to upgrade partially pertains to improving build performance for hermetic python toolchains: bazelbuild/rules_python#1653 (comment)
