Create management/progress information

As a quality manager, I would like to be able to see the progress at the level of user needs, requirements and design outputs which have verifications and validations

• Read frozen data for each of the design types
• work out whether each design type is open, has issues or has been fulfilled
• Store creation time and closure time information
• plot a graph for each type over time, with the total number and the closure time
  • design input has validation
  • requirement has design output
  • design output has verification
