If you have admin privileges here and the rights to create a repository in @UCL-ARC, you can do it yourself (in the repository settings → "Danger Zone" → Transfer Ownership). If you would like to do this with someone, @samcunliffe would be happy to do it live over a call with you.
If you do it yourself, you will not automatically be an admin once transferred, so ping @scnlf in Slack and this can be added back. If you manage anything with a team that doesn't exist in the UCL-ARC teams list, this can be created in ~30 seconds. You can create the team yourself or ping @samcunliffe.
If your repository serves GitHub pages to a custom domain, we will need to liaise with the Environments team to redirect the domain at the same time as we transfer.

Migrating this particular repo is fairly complex as a number of different pieces of infrastructure interact with it. We don't have time allocated this TI to look at this and it is low priority so it may need to wait.
In fact, if I understand your README correctly, it might even be the case that this would work already. Certainly update_docs.cgi should work as-is on a transferred repo.
