Leave planning page: Course counts under filters always include planned courses #112

When planning mode is off, the filter counts should not include courses visible in planning mode.

For example, below planning mode is off. The actual section cards don't appear. Yet, under filters, TBD (2) is still listed and users assigned to those TBD courses will show up.
