If a user is waiting at a stop location for, say, a minute, there's no reason why the app shouldn't be more context-driven and automatically notify the user via a Local Notification when the next van for that stop is coming.
Something to play with, though, is the amount of time a user should wait before the app notifies them. If the user has to wait too long, they would just open the app anyway, but if a user just happens to pause to talk to a friend, they probably wouldn't want to receive a notification.
Another concern is, since the stops are often close to dorms, a student sitting in their room might accidentally receive a notification if the GPS isn't tuned specifically enough.
