VsixSynchronizer doesnt install from pack in VS 2019 Enterprise #15

After installing ExtensibilityEssentials from the Extension Manager into VS 2019 Enterprise Version 16.7.2, VsixSynchronizer wasn't installed.

Installing after searching for the specific extension it's installed as expected.
