2 points to solve:

  • each admin can choose to receive or not the mail notifications
  • each admin can also choose which kinds of applications they are interested in

Sending N emails sequentially probably requires a message queue or something to do it async.
Also handling "admins" (HR) returning to non-HR roles may be complicated. This may be way more complex than it looks.
