New work icon doesn't show up in Grade by Step view #2805

Sign in as a student and save new work
Sign in as a teacher for that same run
Open the Teacher Tools
Go to the "Grade by Step" view
Click the step that has the new work
Scroll to the student that saved the new work
The student row should have the "New" icon on it but it doesn't
