Describe the issue

Many users slips through the manual approval at the moment.

When someone not just registers normally, but select a package and registers before payment, their package is instantly ordered and the manual approval is not required. It may be due to they register with OAuth or just simply by using the package's register. These two may be the possible issue. But at the moment anyone can slip through the approval, which is not good.
