Subject: [PATCH] Adding Cloud Investment Section

Internet Association recommends adding back the `Cloud Investment` section from [policy-m-16-19.md] back into the policy. Adding this section back into the DCOI policy would clarify its alignment with the IT Modernization Report and the PMA.

+Cloud environments are scalable and allow agencies to provision resources as required, on-demand.13 Consistent with the Cloud First policy, agencies shall use cloud infrastructure where possible when planning new mission or support applications or consolidating existing applications.
