I seems that there is a free plugin that allows restricting gateways per-product. So for now I don't think this is a necessary core feature.

On further thought, the concern I have is that that plugin actually does the opposite of what is desired here: it requires some products to use a particular gateway, but doesn't prevent other products from using it. Unless you set up the requirements for those products as well. And although it is supposed to handle conflicts in product requirements, I'm not sure how well it does that.
