i have double options in my one server and seems not working always returns 403 forbidden

and when i create test password from below nothing happens and when from above option 2 passwords are created

Which version of WordPress are you using? I recommend using WordPress 5.6 and deactivate the Applications Passwords Plugin as suggested here. You may also want to check out .htaccess file settings as described here, and the issue #102.
