It's possible to get stuck in the onboarding flow if you abort backup codes

If you proceed through the onboarding flow to add a Security key, you're ultimately redirected to the backup codes screen.. but if you don't set up backup codes, you get stuck having to go through the security key / app setup flow again in order to get back to backup codes, before you can escape the onboarder.

What I would expect:

• That the Back option doesn't work until the user generates backup codes.
  OR
• That it's possible to click back, and then go forward again to backup codes, such as clicking on 3 Generate codes bubble.
