切换中英文重启后仍然不生效

2.1.1.5x版本切换中英文按提示重启idea后并不生效。

Mac OS 英文界面，p3c插件默认是英文；切换为中文，重启后，还是英文。
Windows 中文界面，p3c插件默认是中文；切换为英文，重启后，还是中文。

这是跟操作系统的中英文一致，无法切换吗？
