在容器中存在cpu quota的限制，由于golang计算maxprocs的问题，导致被频繁cpu throttle。

为什么不考虑直接引用 https://github.com/uber-go/automaxprocs 来计算，降低不同环境的配置麻烦？

这个应该是 Gaea 这边考虑欠缺的问题，由于历史原因过去这边主要是在物理机环境下运行的，容器化方面还没有足够的探索和场景来验证
