Admins should be able to enable / disable some rep permissions:

Editing other students' groups (including locking, finalizing, etc)
Disbanding other groups
Adding / removing suites from draws

@orenyk do you think we need more of the permissions to be customizable?

I think that's a client question, we should bring it up in our follow-up meeting(s).
