What's the best way to generate custom weight of Source Han Serif? I thought I could generate an instance using the VF sources but the files referenced (a different designspace) in the VF designspace files aren't in the repo (again).

Use the shell script files to build the VF master OTF first: https://github.com/adobe-fonts/source-han-serif/blob/master/build/build-source-otfs.sh

You could also use fontTools varlib mutator to cut out a specific weight from the VF otf file.
